<br /> <br />INTROOUCTION <br /> <br />. <br /> <br />This report ~aS prepared at the request of tho Pueblo <br />Regional Planning Commission, through the State of Colorado Water <br />Conservation Board, to define the flood eituation along the St. <br />Charles River in the vicinity of Pueblo, Colorado. Data are in- <br />cluded to aid in solving looel flood problems and in planning the <br />best use of lend subject to overflow. The report is besed upon <br />information On rainfall, runoff, historical flood records, exist- <br />ing concentrations of development, stream conditione, and other <br />technical data whiCh bear upon the occurrence end size of floods <br />in the Pueblo eree. New development, land use chenges, bridges <br />across the chennels, and Channel alterations including construc- <br />tion of reservoirs are e few of the factors that would affect the <br />amount of runoff reaching the river end its capacity to convey the <br />floodflows. Rathor, it is i~tended to provide the basis for <br />further study and planning on tho part of the city of Pueblo and <br />thll Pueblo Regional Planning CommisSion. In developinglocd pl"n- <br />ni~g programs, consideration should be given to providing instruc_ <br />tions for disaster operations, controlling developmants in the <br />flood plain through zoning and subdivision regulations, end includ- <br />ing appropriatll structural edaptations in building codes.
