LILE <br />DIRECTOR <br /> <br />DATE: <br /> <br />April 15, 1997 <br /> <br />TO: <br /> <br />Terry Green - Jefferson County Emergency Management <br /> <br />Tom Browning -It- <br /> <br />Buffalo Creek Emergency Plan <br /> <br />FROM: <br /> <br />RE: <br /> <br />This memo is in response to your letter dated April II, 1997 regarding the above referenced plan. <br />I am disappointed to learn that Jefferson County will not be endorsing the existing plan. <br />However, the Buffalo Creek Flood Lift-Out in the Jefferson County Emergency Operations Plan <br />sounds like it would be beneficial alternative to the existing document. I am not sure what your <br />schedule is on having the Lift-Out produced, finalized, reviewed, and signed by the County. <br /> <br />At this time, we are fast approaching the start of Colorado's spring and summer flood season. It <br />is absolutely imperative that an emergency plan be in the hands of the residents and local <br />officials prior to the start of the flood season. The residents and other affected people need to <br />have an opportunity to review and understand the emergency plan as soon as possible. <br />Therefore, the Colorado Water Conservation Board proposes to work directly with the Buffalo <br />Creek Crisis Committee and Grant Macdonald (as a local resident) to revise and finalize the <br />existing plan that I have included in the CWCB's mitigation document. The revised plan could <br />be named so as not to make reference to the existing plan or to the fact that Jefferson County was <br />involved in its development. This would alleviate the liability concerns for the County, as the <br />mitigation document and emergency plan would be published under State cover as adopted by <br />the local residents. <br /> <br />A lot of hard work and effort has been put into developing the emergency plan and the mitigation <br />document by a number of people. The emergency plan was carefully reviewed by Peter Evans <br />(attorney and Deputy Director for the Colorado Water Conservation Board). Some minor <br />changes to specific portions of the language were suggested by Mr. Evans. The overall concept <br />and content was well received, and the plan was given approval for release as soon as the minor <br />changes were made. <br /> <br />I feel that the above mentioned proposal represents a workable solution, and would appreciate the <br />support of the County and the Buffalo Creek Crisis Committee. Please discuss this issue at your <br />meeting on April 21, 1997.
