The list was originally prepared by the <br />Colorado Water ConseYl'ation Board, with assistancefrom other state andfederal <br />agencies. <br /> <br />Flows <br />I) <br />2) <br />3) <br />4) <br /> <br />Which streams experienced flooding? <br />What were the flood stages at various locations on those streams? <br />What are our estimates of 'n' values and average channel velocities for the floods? <br />What were flood discharges at various locations and what do the discharge <br />profiles on those streams look like? <br /> <br />RainfalllRunoff <br />I) What was the rainfall distribution in terms of area and in terms of time? <br />2) What was the rainfall/runoff response from different portions of the watersheds <br />(burned vs. unburned, etc.)? <br />3) What hydrologic parameters (soils, geology, vegetative cover, slope) seemed to <br />dictate the runoff most? <br /> <br />Flood Frequency/Regulatory Implications <br />1) What frequencies could/might be assigned to Friday night's rainfall and flows? <br />2) Ifwe can quantify the role of the forest fire in determining flows, what could we <br />say about lO-year, lOO-year, SOO-year flows assuming future basin conditions, <br />after fire recovery? <br />3) What should the design/regulatory standard for rebuilding bridges, road, other <br />infrastructure, homes, etc. in the immediate future? <br />4) What should the long-term regulatory (FEMAlCWCB) flood flows and <br />floodplains be? <br /> <br />Short-term Mitigation <br />I) What are the short-term hazards to life and property? <br />2) Which of those hazards can be addressed, at least partially? <br />3) What are some short-term mitigation strategies that could be considered (i.e. <br />warning systems, erosion control, design/regulatory standards for rebuilding)? <br />4) Who should implement those strategies, and with what money? <br /> <br />This list deliberately omits questions related to Long-term Mitigation. Those questions <br />will be prepared at a later date. <br />
