Oct-29-96 10:51 HENZ METEOROLOGICAL SRVC. 303-458-5309

P.04

'.

HMS will prepare a final report which presents a description of the
meteorological sub-cloud and cloud layer weather factors which produced the
event, storm-tracks of the storm's radar echo movement/coverage across the
basins and figures of the time distribution and intensity of the associated rainfall.

The cost of each re-constitution varies by the amount of radar data which will be
analyzed for each of the three event dates. The table matrix of costs below
identifies the cost for each event and the number of hours of radar data
analyzed. Please note that a lower cost per event cost is offered for the election
of re-constitution of all three events. The costs of the individual events reflect
the number of - 6-minute radar-rainfall periods involved and basin radar echo
coverage factors which varied considerably with each event.

Cost matrix table for event rainfall re-constitution

.

2.5 hours
-5.5 hours
-4.5 hours
7 1.1 hr.) and 8(1,5 hr.)
-3 hours
2.0 hours
All six events

$2 5
3,000
\ 4 500
$1,500
$2,000
$2,125
$12,500{ 15% discount

HMS will deliver the re-constitution of the rainfall within 45 days or sooner of
notice to proceed, HMS requests that the purchase order be for a firm fixed
contract cost payable in two installments based on completed work relative to
HMS and funding agency billing cycles.

Thank you for considering HMS for this valuable re-constitution work. We
believe that it will provide an important contribution to the understanding of the
flash flooding of the fire-ravaged Buffalo Creek basins. Additionally it will provide
new insight into the link between flash flooding events and rainfall and
subsequent runoff in areas affected by forest fires which could prove to be useful
throughout the Western United States.

Sincerely yours,

. ~!.:~

President, C~C() No. 270
