As mentioned previously, portions of the proposed improvement have <br />benefit/cost ratios less than one, meaning that these improvements cannot be justified <br />from an economic standpoint. However, they are recommended as part of the overall plan <br />to give the Masterplan a sense of coherency while still meeting with the objectives of the <br />Study and satisfying many of the "intangible" criteria set by the sponsors. Besides <br />reducing flood damage, additional benefits from the overall plan include providing parks <br />and recreational opportunities in the floodplain, enhancing land values and improving the <br />visual impact of the floodplain, providing for improvement of water quality and <br />preserva tion of the floodplain ecology, and in general reducing public inconvenience that <br />has earmarked the drainage way in recent years. <br /> <br />J <br /> <br />1-4 <br />
