The Main Ditch and
County Ditch A are manmade drainage ditches that convey surface water runoff from the
watersheds which are adjacent to the City, The Main Ditch has also been referred to as Judicial
Ditch Number 1 in past studies and by local officials; however, this report will refer to this ditch
as Main Ditch. Pipestone Creek is an extension of Main Ditch and is a natural channel that
begins within the Pipestone National Monument. Flooding has occurred periodically along the
Main Ditch and County Ditch A as recently as May and July of 1993. The City sustained
damages in several locations during the 1993 flood events.

This study addresses background information and summarizes results of hydraulic analyses and
conceptual designs which are intended to provide the City with plans that would help to mitigate
existing flooding problems.

This federally funded study was initiated in response to a meeting held during May of 1995
between the City and the Corps of Engineers Omaha District (Omaha District). The Omaha
District requested and received funds to initiate a study to develop conceptual flood control plans
which the City could use as a guideline for determining what future improvements may be
required to help reduce flooding problems along the Main Ditch in the vicinity of Pipestone that
the City could implement on its own.

STUDY PURPOSE

The purposes of this study were to provide preliminary analyses and to identify conceptual
designs for mitigating flood problems along the Main Ditch that the City could implement on its
own, In addition, this report would provide preliminary construction cost estimates for the
proposed flood damage reduction plans.

For the purpose of providing flood protection measures that the City could implement on its own,
the Omaha District met with officials and civilians from the City in order to determine feasible

1
