"

REPORT FROM THE VICE-CHAIR - Bill Trakimas

This past year has been an interesting and challenging one. The Association
has continued to grow in a very positive direction, both in terms of support by
an increasing membership and 1n terms of involvement in the multi-faceted
fields of floodplain management and flood hazard mitigation. As a result of
both of these, the Association has had to become more efficiently operated in
order to make the most of our volunteer time and resources.

The Status of Issues Paper prepared for FY'SS was a real challenge as all the
committees became involved in the process. This was a result of the combining
of the Insurance and Floodplain Management Segments of FEMA under the direction
of the Federal Insurance Administration. Previously, only the Insurance
Committee was tuned into FIA's yearly planning cycle. Due to a relatively
short time constraint, committees were asked to hurriedly put together their
issues/solutions. Everyone did an excellent job and the resulting ASFPM Issues
Paper (approximately 22 pages) was a big part of FIA's overall paper. The next
Issues Paper (FY'S7) will give committees a little more time to prepare their
issues and I hope will encourage full involvement by all the committees. In
addition, it will be the first Issues Paper which will be fully reviewed and
approved by the Board of Directors prior to its submittal to FlA. This step is
very important if the Board is to become better aware of all the issues with
which the Association is concerned.

Assisting the Chair in various other duties throughout the year included
preparing the Association response to the proposed "eligible tasks" under the
draft Community Assistance Program, and coordination with FIA on various
issues/projects has been a very enlightening and rewarding experience.

......

Overall I found the past year very challenging and rewarding from both a
professional and personal standpoint. It has been gratifying to work with so
many of my fellow ASFPM members who voluntarily give their time in order to
make the ASFPM work and be successful in reaching its goal of being the lead
technical Association concerned with floodplain management and flood hazard
mitigation. With the dedication of our membership, the ASFPM will continue to
grow in a positive direction and I will be privileged to continue-to support
the ASFPM in that growth.

-12-

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
