Based on results from the travel time
analysis, it appears that discharge from Steamboat Lake contributed to about 5% of the total
peak flow (5.370 cfs) at the Milner gage during the 1997 flood event. This flow amount is less
than the 400 cfs that the USGS determined had overflowed County Road 42 just upstream of
the Milner gage (Appendix A),

2.2.4 Other Watershed Factors

Other factors that may effect flow characteristics of the lower portion of the Elk River include
irrigation diversions, land use practices, the bridges at D,S. 40 and the Denver & Rio Grande
Western Railroad, backwater from the Yampa River. changes to tributaries that could modify
sediment transport characteristics, and local geology. A number of small lakes exist on several
of the tributaries, but would appear to have minor, if any, impact on flow characteristics of the
lower Elk River.

12
