<br />FOREWORD <br /> <br />This volume is part of the 12-volume report entitle~ "Hydrologic <br />Enqineering Methods for Water Resources Development," preJlared by The <br />Hydrologic Engineering Center (HEC) as part of the U. S. Army Corps <br />of Engineers' participation in the International Hydrological Decade. <br />This volume discusses the basic princip1es that are app1ied in reservoir <br />operation for flood contr01, and describes methods and procedures that <br />are consistent with these princip1es. Emphasis is p1aced on se1ected <br />practica1 methods and procedures for operating reservoirs for f10od- <br />control rather than on the under1ying theory. Although many of the <br />methods and procedures described herei n have been used successful1y <br />by the Corps of Engineers, the vo 1 ume shoul d not be cons trued to re- <br />present the official policy or criteria of the Corps. <br />This v01ume was prepared primarily by Leo R. Beard, HEC Director <br />until Ju1y 1972. r1essrs. Bil1 S. Eichert (present HEC Director), <br />Edward F. Hawkins, James r~Hughes, John C. Peters, and Oa1e R.
