Ed <br />Chairman, Logan County <br />Board of Commissioners <br />315 Main Street <br />Sterling, CO 8075 I <br /> <br />Community: Logan County, CO <br />Community No.: 080110 <br /> <br />104 <br /> <br />De1r Mr. Etl: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) comment on the <br />effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) and Flood <br />Insurance Study (FIS) report for your community in accordance with Part 65 of the National Flood <br />Insurance Program (NFIP) regulations. In a letter dated November 13, 2001, Mr. Ron Enserro, P.E., <br />ICON Engineering, Inc., requested on behalf of the City of Sterling that FEMA evaluate the effects that <br />the proposed Pawnee Creek Overflow Interceptor Channel (proposed project), designed to collect the <br />Pawnee Creek Overflow and transport it directly to the South Platte River, would have on the flood <br />hazard information shown on the effective FIRM and FIS report. The proposed project will consist of <br />approximately 12,000 linear feet of grass-lined channel with a bottom width varying from 80 feet to <br />260 feet, a minimum side slope of 3: I, and a depth of approximately 7.0 feet. The proposed channel will <br />be located in Logan County, just north of County Road 22.5, and will parallel the road starting <br />approximately 1,000 feet east of the west boundary of Section 12 (Township 7 North, Range 53 West); <br />crossing U.S. Highway 6 (US6) and the Union Pacific Railroad (UPRR); and extending approximately <br />5,400 feet farther. The project also will include two new bridges at the crossings ofthe UPRR and US6, <br />respectively. Along the Pawnee Creek Overflow, the boundary delineations of the Special Flood Hazard <br />Area (SFHA), the area that would be inundated by the flood having a I-percent chance of being equaled <br />or exceeded in any given year (base flood), shown on the effective FIRM are based on the report entitled <br />"Flood Plain Information and Drainage Plan for Sand Creek and the Pawnee Creek Overflow at Sterling, <br />Colorado," prepared by Resource Consultants Inc., dated May 1983. This report outlined the <br />independent boundaries of the SFHA& for the Pawnee Creek Overflow, Sand Creek, Pioneer Drainage <br />Ditch, and the South Platte River. <br /> <br />All data required to complete our review of this request for a Conditional Letter of Map Revision <br />(CLOMR) were submitted with letters from Mr. Enserro. <br /> <br />Because this CLOMR request also affects the City of Sterling, a separate CLOMR for that community <br />was issued on the same date as this CLOMR. <br /> <br />We reviewed the submitted data and the data used to prepare the effective FIRM for your community and <br />determined that the proposed project meets the minimum floodplain management criteria of the NFIP. <br />We believe that, if the proposed project is constructed as shown on the submitted topographic work map <br />entitled "Pawnee Creek Overflow Interceptor Channel, Plan and Profile Workmap," prepared by ICON <br />
