<br />. <br /> <br />. <br /> <br />. <br /> <br />Purpose of a <br />Planning Grant <br /> <br />Financial Management <br /> <br />Executing the <br />Grant Agreement and <br />Funding Approval Notice <br /> <br />:,47: <br /> <br />15 <br /> <br />How to Manage a Planning Grant Award <br /> <br />The purpose of FMA planning grants is to assist local communities in <br />developing and updating Flood Risk Mitigation Plans. <br /> <br />. <br /> <br />Probably the most frequently asked questions are, I) What are eligible <br />grant expenditures?, and 2) How do I request money? This section will <br />answer these two very important questions. Additionally, however, this <br />section will also thoroughly discuss various other grant management <br />regulations and procedures that must be followed after an FMA <br />Planning Grant has been awarded. <br /> <br />. <br /> <br />Execution of the grant agreement and funding approval notice is <br />complete only after both documents have been signed by the highest <br />ranking official for the local jurisdiction and by the director of the <br />Missouri State Emergency Management Agency (SEMA), A sample <br />grant agreement and funding approval notice is Incated in Appendix 7, <br />The process of executing the documents occurs as follows: <br /> <br />. SEMA reviews and approves the FMA Planning Grant Application. <br /> <br />. SEMA notifies the local jurisdiction that the grant application has <br />been selected for funding and that a grant agreement and funding <br />approval notice will be forthcoming. <br /> <br />. SEMA prepares grant agreement and funding approval notice. The <br />Director of SEMA signs two original copies of each document. <br />Two original copies of each document are sent to the local <br />jurisdiction. <br /> <br />. The highest ranking official for the local jurisdiction executes the <br />agreement by signing both original copies of the grant agreement <br />and funding approval notices. <br /> <br />. The local jurisdiction returns one set of the grant agreement and <br />funding approval notice to SEMA and retains one set for the local <br />files. <br /> <br />Executing the grant agreement and funding approval notice serves two <br />important purposes: <br /> <br />I) It acknowledges that the recipient accepts and will comply with <br />all Federal and State requirements governing administration of <br />the grants; and <br /> <br />2) <br /> <br />Costs for project activities can be incurred only AFTER the date <br />of the grant agreement. Costs incurred prior to the date of the <br />grant agreement and funding approval notice are not eligible for <br />reimbursement. <br /> <br />How to Manage a Planning Grant Award <br />
