However, no <br />dl!:l <br />minimum design standards} scope, or format of/tproposed drainage plans arc <br /> <br />?,w/deJ <br /> <br />in the regulations. <br /> <br />The authority to provide zoning regulations to regulate land use in <br /> <br />floodplain hazard areas is given in the Colorado Revised Statutes, 1973, <br /> <br />Section 30-18-111 for county governments and Section 31-23-201 for municipal <br /> <br />governments. <br /> <br />The purpose of floodplain regulations is to promote t.he public health, <br /> <br />safety and general welfare by provisions designed to: <br /> <br />I <br /> <br />1. Permit only such uses within the designated floodplains as will <br /> <br />not endanger life, health, public safety or property in times of flood. <br /> <br />I <br /> <br />2. Prohibit the placement of fill, materials and st.ructures which <br /> <br />would significantly obstruct flood flows t.o the pot.ential damage of <br /> <br />others or cause potentially damaging debris to be carried downstream. <br /> <br />3. Protect the public from the burden of avoidable fina.ncial expenditures <br /> <br />for flood control proj ects and flood relief measures. <br /> <br />4. Prevent avoidable business and commerce interruptions. <br /> <br />S. Minimize damages to public utilities., streets and bridges. <br /> <br />6. Minimize victimization of unwary home and land purchases. <br /> <br />7. Minimize the pollution of water by prohibit.ing the d:isposnl of <br /> <br />garbage and other solid waste materials in floodplains. <br />
