There are many ways of financing the drainage and flood control im-

provements proposed in this plan. One means is to generate the necessary
funds us i ng community resources. Thi s a.pproach wou1 d i nc1 ude:

- Property taxl~s

- Sa 1 es taxes

- Special assessments

- Drainage uti'iity charges

- Revenue or genera-I ob1 igation bonds

The community may also choose to assessloca'[ developers for portions

of off-site drainage facility costs which might not otherwise be required

without further development. This assessment cou'ld be in the form of a

drainage development fee which would represent a proportionclte share of

th,~ cost for downstream facil ities. The fee cou1 d be set by ordinance or

negotiated with the developer. The community may then escrow until the

time that the improvements a.re made.
A third source of financing the improvements wou1 d be state or federal

programs for community assistance as well as funds for impacted communities.
