<br />!- <br /> <br />01 parks and outdoor recreation for the development and <br />02 construction of adequate recreational facilities as a part of <br />03 any recommended water project, which facilities shall be <br />04 considered as the primary responsibility of the state of <br />05 Colorado. <br />06 (2) Not later than July 1, 1990, the Colorado water <br />07 conservation board, in cooperation with the Colorado river <br />water conservation district, the southwestern water <br />08 conservation district, and other interested entities, shall <br />09 submit to the general assembly a plan. or plans, including <br />10 proposed contractual and repayment arrangements, to effectuate <br />11 the reservoir storage in the Colorado river basin of western <br />12 Colorado as described in subsection (1) of section 37-96-102, <br />13 which plan or plans may be thereafter revised from time to <br />14 time to carry out the intent of the said subsection (1). <br />15 (3) Not later than February 1, 1988, the Colorado water <br />16 conservation board, in cooperation with the sponsors of the <br />17 project described in section 37-96-103 (1)(b), shall submit to <br />18 the general assembly a plan, including proposed contractual <br />19 and repayment arrangements, for the expenditure of moneys from <br />20 the fund in an amount sufficient to insure the timely <br />21 construction of said project, which plan may be revised <br />22 thereafter to reflect actual construction costs, it being the <br />23 intent of the general assembly that moneys credited to the <br />24 fund shall be dedicated and available in a timely and <br />25 sufficient amount to insure construction of said project. <br />26 (4) At such time as the attorney general of the state of <br />27 Colorado, the Colorado water resources and power development <br /> <br />-6- <br />
