In light of the answers to the above questions, how much <br />money is needed and justifiable? <br /> <br />7. What kinds of financing are to be made available with state <br />tax monies? What are the alternative means of raising the necessary <br />state tax money? What are the pros and cons Qf the <br />alternatives? Does the alternative selected vary as a <br />function of the kind of financing to be used? <br /> <br />9. Are the current statutory authorities of the Colorado Water <br />Conservation Board and the Colorado Water Resources and <br />Power Development Authority sufficient to implement whatever <br />planning activities, project purposes, and financing <br />mechanisms are decided upon?
