<br />In considering possible water project financing legislation, <br />I believe that a number of questions need to be addressed in <br />order to clearly define the objective which is sought. These <br />questions are set forth in the enclosed "Discussion Outline-- <br />Water project Financing Legislation" (dated 12/4/85).
