The State's <br /> <br />functions have been: <br /> <br />(1) Protecting Colorado's rights under interstate compacts <br /> <br />and decrees of the U. S. Supreme Court and interests in the <br />water of interstate streams, <br /> <br />(2) Protecting water development opportunities and the <br /> <br />State's water rights system from federal laws, regulatory <br /> <br />programs, and water rights claims (e.g.. reserved water <br /> <br />rights, reservoir operations, water quality programs. <br /> <br />endangered species, wild and scenic rivers, wilderness <br /> <br />areas. etc,) which could adversely impact the ability to <br /> <br />develop the State's compact entitlements, <br /> <br />(3) Fostering the development and utilization of the <br /> <br />State's water resources. through three activities: <br /> <br />(a) Efforts to obtain the authorization and <br /> <br /> construction of federal projects; <br />(b) General support of, but not funding for, water <br /> projects being financed entirely through local <br /> , <br /> governments or private 'entities; and <br /> <br />(c) Financial contributions to projects through CWCB <br /> <br />construction loans in conjunction with local <br /> <br />sponsors. <br /> <br />(4) Administering court decreed water rights. <br /> <br />-2- <br />
