Dorothy Wham <br /> <br />FROM: Uli Kappus, Executive Director, Colorado Water Resources and <br />Power Development Authority <br /> <br />RE: Preliminary Estimate of Water Resources Project Financing Needs <br /> <br />Introduction <br /> <br />- <br />During the confirmation hearing for Jlm Phillips and Tom Sharp, Authority <br />Di rectors, the Senate Agri cu 1 ture, Natural Resources and Energy Comm i ttee <br />requested information on our best estimate for financing water projects from <br />tax monies. Also, the Capital Development Committee requested an estimate of <br />tax monies needed by the Authority during the next ten years. <br /> <br />Whi le these questions from the two committees are reasonable and perti- <br />nent, they exceed the scope of plans and collected studies undertaken by any <br />statewide body in Colorado today. The most relevant information available <br />comes from local water management entities and private developers, however, <br />their information is extremely inconsistent in scope and accuracy, and few <br />independent demand analyses exist to separate real development plans from <br />speculation. .It has been the experience of the Authority that such ana lyses, <br />typically called pre-feasibility studies, need to be performed prior to com- <br />mitments to the very expensive environmental impact statement. design work and <br />capital accumulation necessary for the construction of major water resources <br />projects. The Authority has therefore initiated two such studies - on the S~ <br />Vrain and Cache la Poudre river basins to begin setting the priorities neces- <br />sary for capital development financing. Attachment "A" shows the water re- <br />sources development process and how the basin-wide studies fit into the 10 to <br />
