I

('
I'
I
I
I
I
I
I
~
,I
I
I
I
I
I
I
I
I
I

Page 2
Chunnel Committee
December 2, 199.f

Black Hawk staff support was sought as soon as the alignment extended beyond the Gilpin
property .

Regulatory agencies were involved to determine if fatal flaws existed in the concept. These
included the Corps of Engineers, E.P.A. and State Historic Preservation. As noted above,
the Corps and E.P.A. supported the project and supplied preferred low, flow channel design
concepts. The State Historic Preservation Office noted placer-related low-flow channel
design concepts but were willing to coordinate with E.P.A. and City of Black Hawk design
standards.

Colorado Department of Transportation was contacted to discuss construction constraints and
joint benefit of the project. The Colorado Department of Heath and Environment is
interested in coordinating their "dirty" water (Super Fund) project with the construction of the
Chunnel. The Colorado Water Conservation Board was contacted relatively late in the
project but is supportive of the project and is assisting in funding. Larry Lang of CWCB has
indicated his confidence in the concept and design.

A relationship has been established with all of the reviewing and regulatory /lgencies involved
with the project. The regulators /lgree the most difficult existing conditions related to
water/bed material quality and wetlands will be improved by the 'project.

Technical

Mapping

Existing mapping data has been assembled by Futura for the length of the project. They
include ADG mapping completed for the City and Colorado Department of Transportation
(COOT) survey. ADG mapping is available on disk. roOT mapping has already been used
in analyzing property boundaries. .

Futura has a negotiated with Landmark Mapping for updating buildings and local topography
along the Chunnel alignment. In general, the North aear Creek channel has changed little
since the 1992 topography which has been used to analyze design thus far. Futura also has
completed ground survey in the vicinity of the transition structure (near Mill Site 28) and
Mill Sites 29 through 32 which is directly applicable to preliminary and final design.

Ownership/Right-of- Way

Futura has completed boundary survey and ownership through 25% of the Cbunnellength.
In addition to COOT survey we have ADG main street right-of-way information and our own
surveys and record research. Ownership and topographic mapping are currently being
overlayed for production of right-of-way documents.
