<br />III. Project Approach <br /> <br />A. Project Understandinl( <br /> <br />It is our understanding that the CWCB has a backlog of approximately 30 floodplain studies <br />that are in need of formal reviews prior to being adopted. Most of these studies represent <br />floodplains that are currently being administered by the local communities. Work may be <br />state wide. <br /> <br />Approach: Once the ICON Engineering team has been selected, but before we are nnder <br />contract, we anticipate that a first, very significant task will be to sit down with the CWCB <br />team to fully discuss the expected scope of services, and to preview a listing of the affected <br />stream studies. We will group the studies into logical order and help assign priorities. <br />Critical to completing the reviews will be making sure that the local communities that are <br />currently working with the studies are satisfied with the accuracy and usefulness of the <br />studies. By knowing the overall scope of work, we can avoid having to go back to the same <br />communities multiple times for information. In addition to the local community, the CWCB <br />is likely in the best position to evaluate, and inform the selected consultant, of the <br />whereabouts, and validity of data. Once this initial "scoping" meeting has been conducted, <br />we will write gather background data for the first group of studies to be reviewed. Reviews <br />will be assigned to senior personnel lead by Mike Vinson, PE with support from Terri Fead, <br />PE. These individuals assisted in setting up the floodplain reviews completed by FEMA <br />through a Technical Evaluation Consultant (TEC) contract with the firm of Michael Baker <br />Junior. They have a very successful record of quick turn-around time in producing detailed <br />reviews that address concerns that are of a critical nature. As stated earlier, "nit-picking" is <br />not our goal. We will look for significant problems through using engineering judgment and <br />informal sensitivity analysis. As an example, we may question a particular choice of a <br />Manning's "n" value, but if it is reasonable, and using a different value would not <br />significantly alter the end result, then no comment will be forthcoming. <br /> <br />B. Manal(ement Approach <br /> <br />Prior to start up on projects, we evaluate our staff (,xperience, qualifications, and availability. <br />We attempt to assign staff to projects in a manner to assure that future design decisions will <br />be made by the right level of personnel authority. This also is a critical point of our QA/QC <br />program that has a direct beming on error prevention. If possible, we like to have our <br />personnel stay with the project from concept through construction. Consequently all of our <br />staff members are cross-trained so they are equally at home designing projects or <br />administering construction contracts. <br /> <br />Our general management approach is directed toward having one individual, the Project <br />Director, responsible for all design activities for all disciplines and for all personel. Project <br />management is accomplished with the use of computer generated manpower and scheduling <br />reports. Time sheets are completed daily and hours logged on projects can then be input into <br />spread sheets compiled for each project. In this manner, progress based on man-hours spent <br />can be tracked at any time during the progress of the project. Supplementing our time sheet <br /> <br />13 <br />
