Generally, <br />thousands and sometimes millions of sandbags <br />will be used. The empty sandbags arrive at the <br />work site and must be filled, usually by hand <br />and shovel. The filling of sandbags can become <br />a bottleneck. Participants should be <br />encouraged to follow whatever system is in use <br />to fill sandbags, whether it is mechanical or by <br />hand. <br /> <br />ft <br /> <br />One innovative way to fill sandbags is to build a <br />filling station. This device can easily double or <br />triple the output of sandbags with the same <br />labor force. The tops of traffic cones are cut off <br />and inverted in a rack.
