<br />noo~RdatedBuD~gCod~ <br /> <br />Building codes can be part of a community's legal mecha- <br />nisms for reducing flood damage. The Building Officials <br />and Code Administrators (BOCA) model code, which is <br />used as a guide in many parts ofthe country, includes <br />several sections meant to mitigate flood damage. Many <br />communities may have similar requirementsl and the de- <br />signer should consult with local or state building officials <br />to ascertain the flood-related codes that are in effect. <br />Below are relevant excerpts from the BOCA model code, <br />followed by a list of the state agencies that coordinate or <br />enforce building codes within their respective jurisdic- <br />tions. <br /> <br />Excerpts for the Building Code Officials <br />and Code Administrators (BOCA) <br />Model Code <br /> <br />Section 70.9.0. Special Loads <br /> <br />709.1 General: Provisions shall be made for all special <br />loads herein prescribed and all other special loads to <br />which the building or structure may be subjected. <br />709.2 Below Grade: All retaining walls and other walls <br />below grade shall be designed to resist lateral soil <br />pressures with due allowance for hydrostatic pressure and <br />for all superimposed vertical loads. <br />709.3 Hydrostatic Uplift: All foundation slabs and other <br />footings subjected to water pressure shall be designed to <br />resist a uniformly distributed uplift equal to the full hydro- <br />static pressure. <br /> <br />Section 870. 0. Retaining walls <br /> <br />870.1 General: Walls built to retain or support the lateral <br />pressure of earth or water or other superimposed loads <br />shall be designed and constructed of approved masonry, <br />reinforced concrete, steel sheet piling, or other approved <br />materials within the allowable stresses of accepted en- <br />gineering practice. <br />870.2 Design: Retaining walls shall be designed to resist <br />the pressure of the retained material, including both dead <br />and live load surcharges to which they may be subjected, <br />and to insure stability against overturning, slidingl exces- <br />sive foundation pressure, and water uplift. <br />870.3 Hydrostatic Pressure: Unless drainage is provided, <br />the hydrostatic head of water pressure shall be assumed <br />equal to the height ofthe wall. <br /> <br />Section 872.0. Waterproofing and Floodproofing <br /> <br />872. I General: The exterior structural elements of all <br />buildings herein specified shall be waterproofed in ac- <br /> <br />cordance with the approved rules. <br />872.2 Steel Frame: Exterior steel columns and girders, <br />before embedment in masonry of the required fire- <br />resistance rating specified. . ., shall be protected from <br />moisture by approved waterproofing material, a parging <br />coat of cement mortar or by a minimum of eight (8) inches <br />of weather-tight masonry <br />872.3 Chases: The backs and sides of all chases in ex- <br />terior walls with less than eight (8) inches of approved <br />masonry to the exterior surface shall be insulated and <br />waterproofed. <br />872.4 Foundations: Exterior walls below grade and the <br />cellar floors of all buildings for institutional and residen- <br />tial uses (use groups I and R) enclosing habitable or <br />occupiable rooms or spaces below grade shall be made <br />watertight, and when necessary shall be reinforced to <br />withstand water pressure as prescribed in Sections 709.0 <br />and 870.0. The basement walls of buildings in the residen- <br />tial use groups and the walls of all habitable and occupi- <br />able rooms and spaces below grade shall be protected <br />with not less than a one (1) coat application of approved <br />waterproofing paint, or a one-half (%) inch parging coat of <br />portland cement mortar or other approved dampproof <br />covering. <br />872.4.1 Subsoil Drains: Subsoil drains shall be provided <br />around foundations enclosing habitable or usable spaces <br />located below grade and which are subjected to ground <br />water conditions. Drains shall be installed at or below the <br />area to be protected and shall discharge by gravity or by <br />mechanical means into an approved drainage system <br />complying with the plumbing code listed in Appendix B <br />(ofthecodes). <br />872.5 Types of Waterproofing: The processes and <br />methods used to render buildings, structures or parts <br />thereof watertight as herein required shall comply with <br />accepted engineering practice covering types of <br />waterproofing. <br />872.6 Floodproofing: Where a structure is located within <br />a floodplain as determined by the building official or the <br />governmental body having jurisdiction, such a structure <br />must be designed to resist or overcome the anticipated <br />flood conditions. <br /> <br />93 <br />
