Department of Agriculture <br />Soil Conservation Service <br /> <br />The Soil Conservation Ser- <br />vice (SCS) was established in <br />1935 to develop a national <br />soil and water conservation <br />program. SCS provides tech- <br />nical assistance to local con~ <br />servation districts, sponsors <br />of watershed protection proj- <br />ects, and other individuals <br />and groups. <br />The SCS technical services <br />include a n"mber of f100d- <br />related activities. Soil surveys <br />are made to determine soil <br />use potentials and conserva- <br />tion strategies. SCS's plant <br />materials centers are oper- <br />ated to assemble, test, and <br />encourage the use of promis- <br />ing plant species in conserva- <br />tion programs. An inventory <br />and monitoring system is <br />maintained for planning the <br />use of water and land re- <br />sources. Snow surveys in <br />western states are made to <br />develop stream-flow fore- <br />casts.
