In addition to the planning incentive, the <br />intent of the NFIP is expressed through insurance rate <br />differentials and financial restrictions on federally <br />guaranteed loans. <br />Emergency Program. Insurance regulations gov, <br />erning the NFIP vary according to the status of an in- <br />dividual community's floodplain regulatory process. <br />When the available data on local flood hazards is insuffi- <br />cient to support final regulations, the community enters <br />the "emergency phase," which provides limited insur- <br />ance coverage with a large subsidy, A community may <br />enter this emergency phase prior to completion of a de- <br />tailed flood hazard survey. The local government, rely- <br />ing on an initial Flood Hazard Boundary Map, must <br />adopt preliminary regulations to encourage proper de- <br />velopment practices in flood-prone areas. <br />Regular Program. After the completion of detailed <br />surveys (which are funded byFEMA), the resulting techni- <br />cal studies allow more comprehensive regulations. <br />These technical reports identify pertinent information <br />such as base flood elevations, areas inundated by various <br />magnitudes of flooding, floodway boundaries, and <br />coastal high hazard areas.
