It Is bounded on the north by Big Dry Creek, <br /> <br /> <br />on the south by Independence Avenue, and on the east by Wadsworth Parkway. The <br /> <br /> <br />western property boundary Is located a short distance downstream of the Standley <br /> <br />lake dam. <br /> <br />STUDY BACKGROUND <br /> <br /> <br />The Bruchez famlly owns this property and wants to develop It in accordance with <br /> <br /> <br />the allowable zoning. On December 21, 1978, a planned unit development known as <br /> <br />Sunstream was accepted by the city of Westminster. A Second Amended PDP for <br /> <br /> <br />Sunstream was approved by the city on November 7, 1983. At that time a large <br /> <br /> <br />portion of the property was outside the floodplain based on a 1973 stUdy prepared by <br /> <br /> <br />Wrlght-Mclaugh IIn Engineers. <br /> <br />A new study published in 1986 prepared by Greiner Engineering places the majority <br /> <br />of the property within the neWly defined floodplain. In a letter dated February 23, <br /> <br /> <br />1987, the city suggested that the property could be developed by placing fill on the <br /> <br />floodplain and thus remove the property from the floodplain. <br /> <br />Wright Water Engineers was authorized to review this situation in a contract <br />
