The results of this study indicate that the floodplain shown in the 1986 FHAD <br />study has a greater areal extent than would actually occur if the 10o-year event <br />were to occur. Therefore, the 1986 FHAD stUdy should be amended to reflect <br />the results of this current study using the C&S RR 1986 conditions, using the <br />1986 FHAD hydrology assumptions with the two exceptions of Ketner Reservoir <br />acting as a flood detention structure and the HEC-l reservoir routing procedure <br />for the floodway cross sectional area only to establish the water surface elev- <br />ation upstream of the C&S RR, and usinll the current version of the HEC-2 com- <br />puter model for determining the remainder of the water surface elevations. <br />2. The 1987 master plan should be amended to identify the floodway area used in <br />the flood routing. The floodway shall remain free from any future construction <br />and the volume of the floodway shall be preserved for flood storage. <br />3. The reviewing authorities to be involved in this process include the city of <br />Westminster, the Urban Drainage and Flood Control District, and the Colorado <br />Water Conservatlon Board. <br /> <br />We aCknowledge that the City of Westminster's review of this study is only for <br />general conformance with submittal requirements, current design criteria and <br />standard engineering principles and standards.
