Our original report was completed
on September 10, 1987 and was subsequently reviewed by the Urban Drainage and
Flood Control District and the city of WestmInster.

The 1986 FHAD report by Greiner Engineering placed almost all of the Bruchez Farms
property within the floodplain of Big Dry CreeL Our report represents a more
detailed, in-depth study of this reach of Big Dry Creek. Changes were made to the
existing HEC-l computer models by Incorporating an Improved Inlet with the existing
Colorado & Southern Railroad culvert, by utlllzing the existing storage upstream of
the railroad, and by incorporating the changes requested by the reviewing agencies.

The results of our Investigations indicate that the depth of water Just upstream of
the railroad during the 100-year flood event is several feet lower than that shown in
the 1986 study. This lower water surface removes most of the Bruchez property
from the floodplain of Big Dry Creek.

Very truly yours,

WRIGHT WATER ENGINEERS.
