<br />3. RESTORATION OF PUBLIC FACILITIES <br /> <br />( <br /> <br />a. Aqencv: Federal Emergency Management Agecny <br /> <br />b. Assistance: Reimbursement of eligible costs (75S) to restore pUblic <br />facilities, and technical assistance. Mitigation consciousness is <br />built in to all FEHA Public Assistance efforts. <br /> <br />c. Eligible Applicants: <br /> <br />--Public organizations formed for a public purpose and some private non- <br />profit organizations. <br /> <br />4. EMERGENCY LOANS <br /> <br />c' <br /> <br />a. Agency: Small Business Administration <br /> <br />b. Assistance: The SBA is authorized to make long-term, low and simple <br />interest loans to individuals and businesses suffering disaster damages. <br />The purpose of physical disaster loans is to replace or repair damaged <br />property to its pre-disaster condition. Upgrading of facilities (in- <br />creases in size or quality or installations of new improvements or pro- <br />tective devices) is eligible only if required by local state codes and <br />standards. Victims prohibited from rebuilding at the disaster site by <br />local ordinances or moratoriums may be eligible for involuntary relocation <br />loans. Under this proviSion, victims are considered to have suffered a <br />total loss and are eligible for loans to purchase comparable property <br />or relocate structures, to a more suitable site. The real estate portion <br />of home loans is limited to $50,000. The maximum business loan is limited <br />to ass of damage up to $500,0000. <br /> <br />c. Eligible Applicints: Individuals, Family units and business. <br /> <br />5. ECONOMIC INJURY DISASTER LOANS (lIOL) <br /> <br />a. Agency: Small Business Administration <br /> <br />b. Assistance: See (Part A, '4 p. 3) Applicants as a condition for receiving <br />any SBA emergency loan are required to purchase flood insurance if they <br />are located in a designated flood hazard zone. <br /> <br />c. Eligible Applicants: Small businesses <br /> <br />6. INSURANCE ASSISTANCE <br /> <br />( <br /> <br />a. Aqency: Federil Emergency Management Agency <br /> <br />b. Assistance: The National Flood Insurance Program (NFIP) is based on an <br />agreement between local communities and the Federal Government requiring <br />the community to implement programs to reduce flood risks through its <br />building and zoning codes, as a condition for Federal flood insurance <br />nanabit ity. <br /> <br />c. Eligible Applicants: <br /> <br />--Individuals and businesses that own properties in communities and <br />counties that are particioatino in the NFIP; <br />
