<br />OF ANY BUILDING OR STRUCTURE THEREFROM, UPON THE PRES-
<br />ERVATION, IMPROVEMENT, OR CONSTRUCTION OF ANY STORM OR
<br />FLOODWATER RUNOFF CHANNEL DESIGNATED AND APPROVED BY THE
<br />COLORADO WATER CONSERVATION BOARD.

<br />Section 3. 139-60-3, Colorado Revised Statutes 1963,
<br />is hereby amended to read:
<br />
<br />139-60-3. - Purposes in view. - Such regulations shall
<br />be made in accordance with a comprehensive plan and designed
<br />to lessen congestion in the streets; to secure safety from
<br />fire, panic, FLOOD WATERS, and other dangers; to promote
<br />health and general welfare; to provide adequate light and
<br />air: to prevent the overcrowding of land; to avoid undue
<br />concentration of population; to facilitate the adequate
<br />provision of transportation, water, sewerage, schools,
<br />parks, and other public requirements. Such regulations
<br />shall be made with reasonable consideration, among other
<br />things, as to the character of the district and its peculiar
<br />suitability for particular uses, and with a view to con-
<br />serving the value of buildings and encouraging the most
<br />appropriate use of land throughout such municipality.

<br />Section 4. 106-2-5(3), Colorado Revised Statutes 1963,
<br />is hereby amended to read:
<br />
<br />106-2-5. - Adoption of master plan - contents. - (3)
<br />The master plan of a county or region, with the accom-
<br />panying maps, plats, charts, and descriptive and explana-
<br />tory matter, shall show the county or regional planning
<br />commission's recommendations for the development of the
<br />territory covered by the plan, and may include: The gen-
<br />eral location, character, and extent of streets or roads,
<br />viaducts, bridges, parkways, playgrounds, forests, res-
<br />ervations, parks, airports, and other ~ublic ways,
<br />grounds, places and spaces; the general location and ex-
<br />tent of pUblic utilities and terminals, whether publicly
<br />or privately owned, for water, light, power, sanitation,
<br />transportation, communication, heat, and other purposes;
<br />the acceptance, widening, removal, extension, relocation,
<br />narrowing, vacation, abandonment, or change of use of any
<br />of the foregoing public ways, grounds, places, spaces,
<br />buildings, properties, utilities, or terminals; the gen-
<br />eral character, location, and extent of community centers,
<br />town sites, housing developments, whether public or private,
<br />and urban conservation or redevlopment areas; the general
