As addressed in your letter, when one or <br />both are flawed, the objective of the National Flood Insurance <br />Program (NFIP) - to minimize flood damages - is not achieved. <br /> <br /> <br />We agree with your assessment that the complexity of accurately <br />delineating the base (100-year) flood event in the City of <br />Florence and the city's allowance of fill without a development <br />permit may have further complicated FEMA's attempts to accurately <br />delineate the floodplain, In our attempts to restore a sound and <br />compliant floodplain management program, we feel several actions <br />on our - FEMA's and CWCB's - part are needed. <br /> <br />Past community assistance contacts and visits with Florence <br />officials and specifically Mr. Ken Bruch, City Manager, have not <br />materialized into a responsive posture. Rather, it has been more <br />reactive, There seems to be confusion with the application of <br />floodplain management and map revision requirements, Future <br />contacts should cover, in depth and in concert with one another, <br />the regulatory and map (including revision) processes, time <br />frames for initiating action and follow-up needed to properly <br />administer development in the floodplain. This format would be a <br />slight deviation from the traditional visit or contact, but would <br />ensure community knowledge and understanding, <br />
