<br />But flooding continues. Severe floods occurred during March <br />1975 and March 1976. Again, solutions are being studied; this <br />time with a new outlook - nonstructura1 considerations. These <br />include alternatives such as flood plain evacuation and flood <br />proofing which are given high priority. However, time will pass <br />during the study period; more time will pass before funds can be <br />made available if solutions are found; and even more time will <br />pass before construction and/or implementation of the selection <br />solution. During this time floods will occur and damages will <br />result. <br /> <br />More and more home owners in the Peachtree Creek flood plain <br />have discovered the severity of the flood problem and have become <br />aware of the time involved in obtaining relief by structural <br />solutions. Also, many have come to realize that if there is to be <br />a timely relief to flood damages, the burden must be borne by the <br />individual property owners. Partial financial relief from direct <br />flood damages has been furnished through the Federal Flood Insurance <br />Program. However, the impact on property values, the inconveniences, <br />miscellaneous financial burdens, and a lack of "peace of mind" still <br />exists. <br /> <br />Along Peachtree Creek, as in many other areas, the individual <br />property owner is actively involved in solving his own flood <br />problem at a considerable personal expense. This report concerns <br />the experience of one property owner in the Peachtree Creek flood <br />plain who solved his own problem. He then graciously furnished <br />much valuable time and information for preparation of this report. <br /> <br />The solution presented herein involved the raising of a two- <br />story frame house above the level of the 100-year flood. The <br />i nformati on is presented for consi derati on by other i ndi vi dual s <br />and agencies as they seek solutions to their flood problems. <br /> <br />BACKGROUND <br /> <br />The data presented in this report is for the raising of the <br />house shown in Figure 1. It is a two-story frame structure <br />valued conservatively at $5G,000. It is located on a concrete <br />block foundation with a 1.5 foot crawl space and covers a space <br />of approximately 1,500 square feet. Figure 2 shows the location <br />of the structure in relation to Peachtree Creek. <br /> <br />2 <br />
