Defining the <br />organizational structure and the key individuals and their respective roles is <br />extremely important in establishing an effective response system. Chapter IV <br />outlines the steps necessary to implement a community response system. <br /> <br />. <br /> <br />D.l. Emergency Action Plans <br /> <br />Each community should have an emergency action plan (EAP) that directs the <br />community to act in rapid response to a flood warning. The EAP includes <br />instructions for emergency services personnel to reduce flood losses. <br /> <br />D.2. Trsining of Personnel <br /> <br />A continual training program is essential so that the technical staff is aware <br /> <br />of what to do in specific circumstances. Competent professional support is <br /> <br />necessary to ensure that established procedures and training are current so <br /> <br />that, in an emergency, people will react efficiently and effectively. <br /> <br />D.3. Maintenance of the Response System <br /> <br />Maintenance of the response system is critical to operational readiness. <br /> <br />Maintenance includes the training of individuals, updating the EAP, conducting <br />practice drills, maintaining inventories of equipment and trained personnel <br />available for flood emergencies, and periodic testing of equipment, including <br />computer hardware and software. <br /> <br />22 <br />
