<br />Foreward <br /> <br />Floods are the number one natural disaster in the nation. Every state is <br /> <br />I . <br />I <br />I <br /> <br />affected. Thousands of communities are affected by flooding, which disrupts <br /> <br />businesses and causes evacuation of more than 300,000 people annually. During <br /> <br />the past decade, an average of 200 people died in floods each year in the <br /> <br />United States, and annual flood damages now average nearly $5 billion. About <br /> <br />10 percent of the population is affected by flooding. These guidelines are <br /> <br />offered to promote better understanding of the types and applications of flood <br /> <br />warning systems. <br /> <br />We are indebted to the members of the Hydrology Subcommittee of the <br /> <br />Interagency Advisory Committee on Water Data whose efforts directed the work <br /> <br />of the task group.
