Box 580
Fort Collins, CO 80522-0580

Community: City of Fort Collins, CO
Community No.: 080102
Panel Affected: 0012 C
Effective Date of MAR 0 6 2002
This Revision:

102-D-A

Dear Mayor Martinez:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 ofthe National Flood Insmance Program (NFIP) regulations. In a letter dated
October 5, 2001, Mr. Chris J. Pauley, P.E., Senior Engineer, Anderson Consulting Engineers, Inc.,
requested that FEMA revise the FIRM and FIS report to show the effects of a channel improvement
project along Spring Creek from just upstream to approximately 540 feet upstream of Lemay Avenue.
The project consisted of construction of a new gravel driveway along the south bank of Spring Creek,
replacement of damaged portions of the pedestrian trails along the north bank of Spring Creek, removal
of the existing culvert and driveway approximately 150 feet upstream of Lemay Avenue, installation ofa
rock drop structure from approximately 105 feet upstream to approximately 120 feet upstream of Lemay
Avenue, and improvement of a channel section with buried-rock bank protection from just upstream to
approximately 120 feet upstream of Lemay Avenue.

All data required to complete our review of this request were submitted with letters from Mr. Pauley.

We have completed our review ofthe submitted data and the flood data shown on the effective FIRM
and in the effective FIS report. We have revised the FIRM and FIS report to modifY the elevations and
floodplain and f100dway boundary delineations of the flood having a I-percent chance of being equaled
or exceeded in any given year (base flood) along Spring Creek. As a result ofthe modifications, the
Base Flood Elevations (BFEs) for Spring Creek decreased from approximately 80 feet downstream to
approximately 900 feet upstream of Lemay Avenue. Also as a result of the modifications, from
approximately 300 feet downstream to approximately 1,120 feet upstream of Lemay Avenue, the width
of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, decreased,
and the width of the regulatory f100dway increased in some areas and decreased in other areas. The
modifications are shown on the enclosed annotated copies of FIRM Panel 0012 C, Profile Panell8P, and
affected portions of the Floodway Data Table. This Letter of Map Revision (LOMR) hereby revises the
above-referenced panel of the effective FIRM and the affected portions of the FIS report, both dated
March 18, 1996.
