<br />e <br /> <br />e <br /> <br />e <br /> <br />WHEREAS, 100-year peak flow values for Iron Draw, Spear Creek and Sulphur Creek have <br />not been computed because the drainage areas for each of those flooding sources is less than one <br />square mile, which is considered to be a local storm drainage area and is less than FEMA's minimum <br />drainage area size requirement for riverine floodplains; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Town of Rico for <br />approximate floodplains of local storm drainage areas has not been established by the CWCB; and <br />those floodplain areas may not be designated as approximate floodplain information without a <br />procedure for estimating 100-year peak flows, and therefore the local government should require <br />that a detailed hydrologic and hydraulic study be performed by a professional engineer and <br />submitted by the developer or the development proponent prior to any floodplain development in <br />those cases; and <br /> <br />WHEREAS, hydraulic determinations for the approximate floodplain delineations of Silver <br />Creek, Iron Draw, Spear Creek, and Sulphur Creek were prepared by FEMA using approximate <br />hydraulic techniques approved under the Board's "Rules and Regulations for the Designation and <br />Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- <br />1); and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Canon City, Colorado, this 25th day of September 2000, that it does <br />hereby designate and approve as detailed floodplain information the 100-year floodplain delineations <br />for the Dolores River in the Town of Rico presented on said new flood hazard map by Wilbur <br />Engineering, Inc. dated 1998 and referred to in said new Floodplain Information Report dated <br />September 2000; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as <br />approximate floodplain information the 100-year floodplain delineations for Silver Creek in the Town <br />of Rico as presented on said new flood hazard map by Wilbur Engineering, Inc. dated 1998 and <br />referred to in said new Floodplain Information Report dated September 2000; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a certified <br />copy of this resolution to Town of Rico and the Federal Emergency Management Agency Region 8. <br /> <br />3 <br />
