<br />Informal meetings were also, held by the study contractor with <br />representatives of two engi~eering firms, Aspen Engineering and <br />Gilbert Meyer & Sons, Inc."who had performed previous drainage <br />studies in the project area, <br /> <br />A meeting with the developer of Hawk Ridge Estates on Loy Gulch <br />was held on September 13, 1984, to discuss the level of proposed <br />development on the upper Lay Gulch basin. A change in scope was <br />implemented following a request from both the county and the City <br />of Woodland Park in Septemb~r 1984 to perform a detailed study on <br />the lower reach of Fountain, Creek and on Lovell Gulch instead of a <br />detailed study on the upper! reaches of Trout Creek. <br /> <br />The hydrologic methods to b~ used were discussed at a meeting held <br />on October 31, 1984, and attended by representatives of FEMA, the <br />Colorado Water Conservation: Board (CWCB), the study contractor, <br />the affected communities, local engineering firms, and a local <br />developer. Agreement was reached on the methods to be used. <br /> <br />Coordination of the project, included the provision of base mapping <br />in certain areas by the co~unity and developer in order to <br />improve the final product. ,The City of Woodland Park provided <br />base maps for upper Fountain Creek, the developer of Hawk Ridge <br />Estates provided a base map' for upper Loy Gulch, and the developer <br />of a tract along Trout Cree~ provided a base map for a reach of <br />Trout Creek. Results of the hydrologic and hydraulic analyses <br />were coordinated with the CWCB. <br /> <br />On December 11, 1986, the results of the study were discussed at <br />the final community coordin~tion meeting, which was attended by <br />representatives of FEMA, the study contractor, and the community. <br />All significant problems vo~ced at that meeting have been <br />addressed in this study. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study ~overs the geographic area of Teller <br />County, Colorado. The area! of study is shown on the Vicinity Map <br />(Figure 1). <br /> <br />Detailed studies, covering a total of 11.4 stream miles were <br />performed on Fountain Creek~ East Fork Fountain Creek, Trout <br />Creek, Lay Gulch and two of!its tributaries, and Lovell Gulch. <br /> <br />Fountain Creek was studied py detailed methods for 3.3 miles from <br />the Teller-El Paso County l}ne upstream to the intersection of <br />Pikes Peak Avenue and Park Street. East Fork Fountain Creek was <br />studi'ed by det,ailed methodsi for 0.6 mile upstream from its <br />confluence with Fountain Cr~ek. The hydraulic analysis of East <br />Fork Fountain Creek was revised based on the modified discharges <br />provided by J.F. Sato and Associates, Consulting Engineers. This <br />work was completed by FEMA December 15, 1987. <br /> <br />2 <br />
