Dear Mayor Stuart:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations, In a letter dated
February 21,2003, Mr. Burt 1. Knight, P,E., City Engineer, City and County of Broomfield, requested that
FEMA revise the FIRM,and,EIS_report.to,show.the,effects,ofchannel-modifications-associated'with,the
Red Leaf Development along West Lake Channel upstream of Lowell Boulevard, The channel
modifications included channelization, channel relocation, and grading, This request follows up on a
Conditional Letter of Map Revision issued on September 17,2002, Although a portion of the project area
is shown on the FIRM as in the unincorporated areas of Adams County, this area was annexed by the City
and County of Broomfield,

All data required to complete our review of this request were submitted with letters from Mr. Patrick D,
Quinney, P,E" Director of Engineering Services, CVL Consultants, Inc., and Mr, Knight.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report, We have revised the FIRM and FIS report to modify the elevations, floodplain
and floodway boundary delineations, and zone designations of the flood having a I-percent chance of
being equaled or exceeded in any given year (base flood) along West Lake Channel. As a result of the
modifications, the Base Flood Elevations (BFEs) for West Lake Channel are contained in the new channel
from approximately 200 feet upstream to approximately 2,200 feet upstream of Lowell Boulevard, and the
BFEs decreased through the remainder of the revised reach, The widths of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, and the regulatory floodway decreased and
shifted to the north approximately 100 feet to approximately 300 feet. The modifications are shown on the
enclosed annotated copies of FIRM Panel 0020 E, Profile Pane130P, and affected portions of the
Floodway Data Table, This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of
the effective FIRM and the affected portions of the FIS report, both dated September 30, 1997,

The modifications are effective as of the date shown above, The map panel listed above and as modified
by this letter wilI be used for all flood insurance policies and renewals issued for your community,
