<br />r <br /> <br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />The purpose of this Flood Insurance Study is to investigate the <br />existence and severity of flood hazards in the City of Alamosa, <br />Alamosa County, Colorado, and to aid in the administration of the <br />'. Flood Insurance Act of 1968 and the Flood Disaster Protection Act of <br />1973. Initial use of this information will be to convert Alamosa to <br />the regular program of flood insurance by the Federal Insurance <br />Administration. Further use of the information will be made by local <br />and regional planners in their efforts to promote sound land use and <br />flood plain development. <br /> <br />1.2 Coordination <br /> <br />The purpose and objectives of the Flood Insurance Program and this <br />study were explained in a public meeting with city officials on <br />December 18, 1974. Additional coordination was accomplished by <br />telephone and written correspondence~ Meetings were held with city <br />officials on July 15 and 30, 1975 to explain the results of the <br />study. The floodway proposed at this meeting was not acceptable and <br />the city requested further study. Another meeting was held on <br />August 13, 1975, during which the floodway concept was explained in <br />detail and various alternate proposed floodways were left with local <br />officials to study. On December 23, 1975, local officials accepted <br />the floodway designated in proposal number five. <br /> <br />The final community coordination meeting was held on July 15, 1976. <br />The Federal Insurance Administration Acting Regional Director and <br />officials from the city and Alamosa County attended the meeting. The <br />only opposition to the study expressed at this meeting was directed <br />at th8 mandatory insurance aspects of the program. <br /> <br />1.3 Authority and Acknowledgments <br /> <br />The source of authority for this Flood Insurance Study is the National <br />Flood Insuran~e Act of 1968, as amended. <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by the U.S. Army Corps of Engineers, Albuquerque District, for the <br />Federal Insurance Administration, under Inter-Agency Agreement Nos. <br />IAA-H-16-75 and lAA-H-7-76, Project Order Nos. 19 and 1, respectively. <br />This work, which was completed in January 1976, covered all flooding <br />sources affecting the City of Alamosa, Alamosa County, Colorado. <br />
