Feeding and sheltering <br /> <br />The above basic non-structural methods and criteria would normally be <br />expanded and further subdivided according to the r.equi rements of the <br />specific basin. <br /> <br />Detailed criteria to be selected should at least be based upon a combina- <br />tion of flood proofinq, floodplain lanel use manaqement, and an early warning <br />system to achieve about a 40 percent reduction in damages from present <br />conditions, assuminq a lOa-year flood. The plan should be initiated immed- <br />iately and implemented in a five to ten-year period. With more aggressive <br />land use management and open space plannin!J and acquisition, usinq the full <br />array of tools avai lable to the local qovemmental ent: ities, the non-struc- <br />tural approach for the Lena Gulch basin could realistically establish a <br />large reduction in damage. <br /> <br />All non-structural planning, it should be noted, must include resolving the <br />present haza rdous p rob 1 em created by the Map leG rove Rese rvo I r. <br />
