The following organizations were contacted for additional information
during the study: the COE; the U.S. Geological Survey (USGS); the
U.S. SOil Conservation Service (SCS); the National Oceanic and
Atmospheric Administration (NOAA); the Colorado Department of High-
ways; the City of Pueblo; Pueblo County; Sellards and Grigg Consult-
ants, Inc.; KLH Engineers; Dames & Moore; and CF&I Steel Corporation.

No intermediate community coordination meeting was held for this
draft study. However, a copy of the draft study was provided to
community officials for their review. No problems were encountered.

The final community coordination meeting was held on December 18,
1984, and attended by representatives of FEMA, the study contractor,
and the community. All problems and conCerns raised at that meeting
have been addressed in this study.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
City of Pueblo, Pueblo County, Colorado. The area of study is
shown on the Vicinity Map (Figure 1).

The Arkansas River was studied by detailed methods from upstream
of State Highway 227 (downstream of the corporate limits) to a
point approximately 1,500 feet downstream of State Highway 96.
The remainder of the river upstream of the detailed-study area was
studied by approximate methods. The detailed analysis was adopted
and revised by the study contractor from the previous COE study
(Reference 1). The upstream approximate analysis was adopted by
the study contractor from revisions made to the previous COE study
(Reference 1) by Dames & Moore.

Fountain Creek was studied by detailed methods from the mouth at
the Arkansas River (downstream of the corporate limits) to a point
approximately 3,500 feet upstream of State Highway 47. The remainder
of the creek upstream of the detailed portion was studied by approxi-
mate methods. Both the detailed and approximate analyses were
adopted by the study contractor from the previous COE study
(Reference 1). Dames & Moore revised the COE analysis for the
area from downstream of the Atchison, Topeka & Sante Fe Railway to
downstream of U.S. Highway 50.

The detailed analysis for the west bank overflow from Fountain
Creek was taken from a report prepared for the City of Pueblo by
the study contractor (Reference 2).

Fountain Creek East Bank OVerflow was studied by detailed methods.
The detailed analysis was performed by Dames & Moore.
