<br />rJ <br /> <br />I <br /> <br />elevations of land to avoid flooding, size of floodways, and other <br /> <br /> <br />requirements affecting the health, welfare and safety of the community. <br /> <br /> <br />These regulations provide an effective means of controlling con- <br /> <br /> <br />struction and preserving floodways in presently undeveloped flood <br /> <br /> <br />plain areas. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Buildinq Codes <br /> <br /> <br />In addition to the more conventional construction stan- <br /> <br /> <br />dards set forth, building codes should specify provisions that as- <br /> <br /> <br />sure the structural integrity of buildings during flood periods. <br /> <br /> <br />Requirements to 'reduce flood damages include elevation control, <br /> <br /> <br />considerations of strength and deterior~tion susceptibility involv~ <br /> <br /> <br />ing materials, proper anchorage, and floodproofing criteria. <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />Floodproofinq <br /> <br /> <br />floodproofing measures can be effectively, applied to <br /> <br /> <br />both existing and proposed structures i~ relatively low-~isk hazard <br /> <br /> <br />areas. These'may include land filling $nd elevation of structures, <br /> <br /> <br />site adjustments, and structural design changes that reduce damage <br /> <br /> <br />vulnerability. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Health Requlations <br /> <br /> <br />These regulations can serve to control the use of flood <br /> <br /> <br />plains for waste disposal and the construction of water and sewage <br /> <br /> <br />treatment facilities that may create health problems during floods. <br /> <br />I <br /> <br />I <br /> <br />Forecastinq and Evacuation <br /> <br /> <br />Accurate, timely forecasting of floods and critical <br /> <br /> <br />stream stages, coupled with temporary evacuation and other emergency <br /> <br /> <br />actions, can often save lives in addition to reducing property <br /> <br /> <br />losses.
