The embankment at Elbert is in evidence on plate number <br />2, extending from the bridge South of town, along the West side <br />of the creek to near the county road bridge. <br /> <br />The USDA-Soil Conservation Service completed a watershed Pro-' <br />tection Program in 1961 for the Kiowa~Creek Watershed south of <br />Kiowa, reportedly the second such project in the nation. A series <br />of grade stabilization structures and channel improvements were <br />installed along the creeks, as well as 60 floodwater retarding <br />structures shown on plates 1 and 2. Numerous seeding, furrowing, <br />and minor improvements were installed as well, bringing to total <br />cost to $780.766, excluding technical assistance costs. The SCS <br />estimated that these structures reduced the peak discharges from <br />the 1965 flood by 6,000 CFS on West Kiowa Creek, 11,500 CFS on <br />East Kiowa Creek, and 12,300 CFS on Kiowa Creek at Kiowa. They <br />feel the value of damage was reduced due to these structures by <br />$100~105 or about 37% of what damage could have been sustained <br />without them.
