Army <br />Corps of Engineers, Albuquerque, New Mexico <br />Jerome Olson, Wayne Graham, and John Liou of Federal Insurance <br />Administration (FIA), Region VIII, Oenver <br />Eugene Jencsok of Colorado Water Conservation Board <br /> <br />This meeting was requested by FIA Office of Region VIII to dis- <br />cuss the hydrology and study schedule of the Flood Insurance <br />Study in Colorado Springs and E1 Paso County, Colorado. The <br />following items were discussed in detail: <br /> <br />1. Discussed the methodology of hydrology used in Colorado <br />Springs and E1 Paso County Flood Insurance Study in general-- <br />stream flow records in this study area are short, fragmentary, <br />and generally limited to random measurements taken at the time <br />of large flood occurrences, therefore, the synthetic unit hydro- <br />graphs were derived by using lag time and time rate of change of <br />runoff ("S" curve) relationship. For urban areas, the S-curves <br />are derived from flood events representing urban conditions. <br />For non-urban areas, the S-curves are derived from flood events <br />representing non-urban conditions, however, the resulting peak <br />flood flows are calibrated against the Technical Manual No, 1 <br />(TM No.1) published by Colorado Water Conservation Board in <br />1976. Specific limitations of the method are described in detail <br />in the TM No.1, for example: this method is questionable to be <br />used in small drainage areas (less than 50 square miles) and mixed <br />population areas. In Colorado Springs and E1 Paso County, Colorado, <br />most of the drainage basins are less than 50 square miles. There- <br />fore, the applicability of TM No.1 in the study area is question- <br />able unless the study contractor can show us TM No.1 is applicable <br />in Colorado Springs and E1 Paso County, Colorado.
