The <br />study was also designated by the State for use in floodplain manage- <br />ment. It is therefore recommended by COM that the 1974 Study be <br />used in preparing the Flood Insurance Maps for Fountain Creek in <br />order to minimize any possible conflict with the community officials. <br />Furthermore, the re-computation of the hydrologic analysis for <br />Lower Fountain Creek to conform to the current FIS in Pueblo would <br />force a reassessment of the hydrologic analysis for both Fountain <br />Creek in Manitou Springs and above Manitou Springs. <br /> <br />In summary COM feels it is in the best interest of all the agencies <br />involved in the review of the Colorado Springs/E1 Paso County FIS <br />to adopt the existing COE study for Fountain Creek.
