CAMP DRESSER & McKEE INC, Dr. John Liou January 26, 1981 Page Two The portion of Fountain Creek from the Manitou Springs city limit to the EI Paso/Teller county line (referred to as Upper Fountain Creek), has had a hydrologic analysis prepared by the caE in their report on Hydrologic Investigations for the Flood Insurance Studies of Colorado Springs and EI Paso County, dated 1976. This report was part of the data reveiwed by COX at the beginning of the current FIA contract. As pointed out in COM's Hydrologic Review (December, 1980), the peak flow rates were computed using a synthetic unit hydrograph method and calibrated to the methodology as described in Technical Manual No. 1 (USGS, 1976). The peak flow rates of point F2 in the 1976 caE Hydrologic Review (Table 3 of COM's Hydrologic Review, 1980), corresponds within 10% of the peak flow rates for the same location in the M~nitou Springs FIS. For this reason, it is recommended that the hydrologic analysis as prepared by the caE in their FIS of Colorado Springs and EI Paso County be used for the hydraulic analysis of Fountain Creek above 11anitou Springs. These flow rates are also shown in Table 1. For those stream locations between Manitou Springs and the Teller County line, an area reduction method will be used to com- pute peak discharges for all frequencies. The peak flow rates shown in Table 1 will be used for the hydraulic analysis of Lower and Upper Fountain Creek. If you have any questions or concerns about the hydrologiC review, please inform us as soon as possible. The Hydrologic Review submitted to FEMA by COM will be amended when all the streams in the current contract are reviewed for hydrology and agreed upon.
