The analysis reviewed is com:a1ned in the
"p'1klt/ 1976 COE Report on Hydrologic Investigations for Flood Insurance
~cl( 'IV (J.., 'Studies in Colorado Springs and El Paso County, Colorado, This
r,(?V ~~ lreport has been reviewed and summarized for FEMA in COM's Hydrologic
~:7' Review submitted to FEr1A in December, 1980.

The hydrologic methods used to predict the peak flow rates for the
10-, 50~, 100- and SOD-year frequencies consisted of TM-l in the
undeveloped portions of each basin, and a unit hydrograph techni-
que in developed portions of each basin. The synthetic unit hydro-
graph method was applied in each urbanized sub-basin and the re-
sulting storm hdyrographs were routed through these basins via the
historic drainage channels. Field reconnaissance carried out at
the outset of the Flood Insurance Study for El Paso County revealed
no changes in urbanization from the basin(s) conditions at the
time of the COE work. A detailed description of the methodology
is contained in the COE report. Table 1 summarizes the peak flow
rates for Security and Widefield creeks and Windmill Gulch at
specific locations along each stream. These flows are recommended
for use in the hydraul ic review and analysis of each of these creeks.

If you have any questions, please feel free to contact me as soon
as possible.

Very truly yours,

R chard N, Wray
Project Manager

~{c: Gene Jencsok,CWCB

RNW/sw
