Flash Floods are a different phenomenon than floods. <br />. The problem of flash floods requires collaboration among a wide range of <br />sciences, engineers, policy makers, companies, and individuals in order to <br />reduce the loss of life and property. <br />. We as a nation are rapidly growing in harm's way from natural hazards, <br />including flash flooding. <br />. What is the acceptable level of risk communities are willing to face from flash <br />floods? <br />. During flash floods, more people die in their cars than in any other place. <br />. The Second Assessment of Natural Hazards in the U.S. calls for a broader <br />perspective on the role of natural hazards in the totality of community life. <br />Specifically it recommends: <br />. Fostering local sustainability <br />. Maintain and enhance environmental quality <br />. Maintain and embrace people's quality of life <br />. Foster local resiliency and responsibility <br />.
