"Flash Floods: Disasters by Design"

e

Christopher R. Adams
Co-Director
Flash Flood Laboratory
Colorado State University

e

. Flash Floods are a different phenomenon than floods.
. The problem of flash floods requires collaboration among a wide range of
sciences, engineers, policy makers, companies, and individuals in order to
reduce the loss of life and property.
. We as a nation are rapidly growing in harm's way from natural hazards,
including flash flooding.
. What is the acceptable level of risk communities are willing to face from flash
floods?
. During flash floods, more people die in their cars than in any other place.
. The Second Assessment of Natural Hazards in the U.S. calls for a broader
perspective on the role of natural hazards in the totality of community life.
Specifically it recommends:
. Fostering local sustainability
. Maintain and enhance environmental quality
. Maintain and embrace people's quality of life
. Foster local resiliency and responsibility
. Recognize that vibrant local economies are essential
. Ensure inter- and intra-generational equity
. Adopt local consensus building
. Mitigation Tools
. Land Use
. Warnings
. Engineering and Building Codes
. Insurance
. New Technology
. Essential Steps
. Build local networks, capabilities, and concensus
. Establish a holistic government framework
. Conduct a nationwide hazard and risk assessment
. Build national databases
. Provide comprehensive education and training
. Measure progress
. Share knowledge internationally

.
