Coordinate air operations, In support of local govemment, within a designated disaster area. b, Provide support of SEOC, Field Coor- dination Center and other state Com- mand and Control facllRles when activated. c. Coordinate all mHltary support including active and reserve mHltary resources when provided, as well as National Guard. d, Provide National Guard resources and manpower In support of local govern- ment disaster emergency operations, coordinated through DODES when ap- proved by the Governor. Such resour- ces Include aviation, law enforcement, transportation, medical and com- munications support, 2. State Contingency Response Procedures Provide for the tasks and responslbHRles as- signed to the Department In Part III, "State Contingency Response Procedures," as prescribed under each separate contingen- cy plan. 3, National Emergency Response Procedures Be prepared to conduct operations on order of the Governor. to accomplish the responsibilities listed below: . 37 a. Analyze disaster or potential disaster condRlons. statewide needs, national requirements. Recommend to the Governor those normal and special dis- aster functions (In addition to respon- slbllRies listed In this plan) that should be reduced, strengthened or maintained during the emergency period, Be prepared to make this recommendation through DODES wRhln 24 hours after receiving notlflcation; be prepared to adjust work assignments within the department as soon as appropriate. b. Be prepared on order of the Governor, to commence and rapidly develop ac- tive planning to carry out the respon- slbllRles listed below and any others determined by the Governor (In a. above) to be necessary: (1) Move selected elements (including critical documents) of the depart- ment to a different locatlon(s) offering greater protection. Loca- tlon(s) will be determined by the Governor In consultation with the executive director of the depart- ment, (2) Provide liaison at the SEOC or other locations selected by the Governor. (3) Activate State Area Command of the Colorado National Guard to direct mllRary support for civil authority, Operate other military facilRles and responslbllRies as re- quired. Maintain operation of Buckley Air National Guard Base with essential workers during crises prior to federalization of the Nation- al Guard. (4) Provide for management of all military personnel in the state not earmarked for deployment.
