I NORMAL RESPONSlBILmES I

1. Advise the Governor and state agencies of
legal aspects relating to disaster emergen-
cy mitigation, preparedness, response, and
recovery,

2, Provide consumer related Information and
assistance as required, Including consldera-
tlon of complaints against contractors.

I SPECIAL RESPONSlBIUTIES I

1, State Emergency Management Systems

a, Draft disaster related executive docu-
ments, orders, proclamations, etc.

b, Render legal opinions on the assistance
eligibility of disaster Impacted, non-
profit organizations, Incorporated towns
and villages, and special districts, etc.

2, State Contingency Response Procedures

Provide for the tasks and responslbBlties as-
signed to the Department In Part III, "State
Contingency Response Procedures," as
prescribed under each separate contingen-
cy plan.

3, National Emergency Response Procedures
Be prepared to conduct operations on
order of the Governor, to accomplish the
responsibilities listed below:

a. Analyze disaster or potential disaster
conditions, statewide needs, national
requirements. Recommend to the
Governor those normal and special dis-
aster functions (In addition to respon-
sibilities listed In this plan) that should
be reduced. strengthened or maintained
during the emergency period. Be
prepared to make this recommendation
through DODES within 24 hours after
receiving notification; be prepared to

adjust work assignments within the
department as soon as appropriate.

b, Be prepared on order of the Governor,
to commence and rapidly develop ac-
tive planning to carry out the respon-
slbUltles listed below and any others
determined by the Governor (In a,
above) to be necessary:

(1) Move selected elements Oncludlng
critical documents) of the depart-
ment to a different location offering
greater protection; location will be
determined by the Governor In con-
sultation with the executive director
of the department,

(2) Provide liaison at the SEOC or other
locations selected by the Governor.

(3) Continue operations as conditions
. warrant.

(4) Emergency Resource Management
Systems Agency responsibilities to
be developed on the basis of the
existing Colorado Emergency
Resource Management Plan (Sept.
1966) and available national pro-
gram guidance.

I COORDINATION RESPONSIBIUTIES I

1, In a national emergency. Identify those
routine departmental functions and services
that can be suspended and upon approval
of the Governor, take action to suspend
these functions and services,

2. Provide a departmental action officer for the
SEOC, Field Coordinating Center and other
state' command and control facilities that
may be designated,

3, Inform DODES (SEOC, when activated) of
emergency legal problems identified within
the state,
