DEPARTMENT OF LAW <br /> <br />I NORMAL RESPONSlBILmES I <br /> <br />1. Advise the Governor and state agencies of <br />legal aspects relating to disaster emergen- <br />cy mitigation, preparedness, response, and <br />recovery, <br /> <br />2, Provide consumer related Information and <br />assistance as required, Including consldera- <br />tlon of complaints against contractors. <br /> <br />I SPECIAL RESPONSlBIUTIES I <br /> <br />1, State Emergency Management Systems <br /> <br />a, Draft disaster related executive docu- <br />ments, orders, proclamations, etc. <br /> <br />b, Render legal opinions on the assistance <br />eligibility of disaster Impacted, non- <br />profit organizations, Incorporated towns <br />and villages, and special districts, etc. <br /> <br />2, State Contingency Response Procedures <br /> <br />Provide for the tasks and responslbBlties as- <br />signed to the Department In Part III, "State <br />Contingency Response Procedures," as <br />prescribed under each separate contingen- <br />cy plan. <br /> <br />3, National Emergency Response Procedures <br />Be prepared to conduct operations on <br />order of the Governor, to accomplish the <br />responsibilities listed below: <br /> <br />a. Analyze disaster or potential disaster <br />conditions, statewide needs, national <br />requirements. Recommend to the <br />Governor those normal and special dis- <br />aster functions (In addition to respon- <br />sibilities listed In this plan) that should <br />be reduced. strengthened or maintained <br />during the emergency period. Be <br />prepared to make this recommendation <br />through DODES within 24 hours after <br />receiving notification; be prepared to <br /> <br />adjust work assignments within the <br />department as soon as appropriate. <br /> <br />b, Be prepared on order of the Governor, <br />to commence and rapidly develop ac- <br />tive planning to carry out the respon- <br />slbUltles listed below and any others <br />determined by the Governor (In a, <br />above) to be necessary: <br /> <br />(1) Move selected elements Oncludlng <br />critical documents) of the depart- <br />ment to a different location offering <br />greater protection; location will be <br />determined by the Governor In con- <br />sultation with the executive director <br />of the department, <br /> <br />(2) Provide liaison at the SEOC or other <br />locations selected by the Governor. <br /> <br />(3) Continue operations as conditions <br />. warrant. <br /> <br />. <br /> <br />(4) Emergency Resource Management <br />Systems Agency responsibilities to <br />be developed on the basis of the <br />existing Colorado Emergency <br />Resource Management Plan (Sept. <br />1966) and available national pro- <br />gram guidance. <br /> <br />. <br /> <br />I COORDINATION RESPONSIBIUTIES I <br /> <br />1, In a national emergency. Identify those <br />routine departmental functions and services <br />that can be suspended and upon approval <br />of the Governor, take action to suspend <br />these functions and services, <br /> <br />2. Provide a departmental action officer for the <br />SEOC, Field Coordinating Center and other <br />state' command and control facilities that <br />may be designated, <br /> <br />3, Inform DODES (SEOC, when activated) of <br />emergency legal problems identified within <br />the state, <br /> <br />. <br /> <br />32 <br />
