Each level of government will respond to a <br />disaster or emergency wnhln the limns of <br />available resources and then request assis- <br />tance from the next level of government, If <br />required; I-e" municipality to county; county <br />to state; state to federal government <br /> <br />VI CONCEPT OF OPERATIONS <br /> <br />A General <br />The SEOP specifies state government <br />response and recovery policies and proce- <br />dures dealing wnh a potential or actual dis- <br />aster, I mplementation in specific snuatlons <br />will be influenced by many variables: speed <br />of onset of the event, capabilnles immedi- <br />ately available or accessible at dlfferant <br />levels of government. types or severnles of <br />impacts, and many others, The flow of <br />events will generally follow the concept of <br /> <br />PHASE 1 - EMERGENCY ACTION <br /> <br />LOCAL GOVERNMENT <br />. Make Initial assessment specific threat <br />. Activate warning/notification <br />. Activate Emergency Operations Center <br />. Implement response plans <br />. Make initial assessment reports Ie DODES <br />. Declare toeal emergency <br />. Establish cost data racords <br />. Request assistance, If necessary <br />. Prepare damage assessment report <br />STATE GOVERNMENT <br />. Establish operations log <br />. Assist warning and emergency public information <br />release <br />. Establish cost data racords <br />. Activate response plans upon request for assistance <br />Establish field coordination center <br />. Develop detailed assessments <br />. Governor declares state of disaster or emergency <br />. Activate all needed elements of State Emergency <br />Operations Plan <br />. Refine assessment of conditions (State-Federal) <br />. Governor requests needed Federal Assistance <br /> <br />operations described here. I nformatlon ac- <br />cumulation and assessment will dictate <br />specific actions to be taken. Two distinct <br />phases are expected In which to categorize <br />actions that are fundamentally different <br /> <br />B. Phase 1 - Emergency Action: Priority is <br />given to lifesaving actions, but property <br />preservation Is an Important secondary <br />consideration. Disaster or emergency dec- <br />larations direct Implementation of emergen- <br />cy operations plans; local needs and <br />resulting requests for assistance are usually <br />the besls for state decision-making. The <br />duration of this phase Is characteristically <br />short and responses are normally executed <br />by field forces under local incident com- <br />mand procedures.
